A resident of Tobolsk was unable to import mining equipment into the territory of Russia, since he did not have permission from the FSB.
At the end of 2017, when checking at the Tyumen customs office, the equipment ordered in the online store was classified as a product for which non-tariff regulation is applied and special permits are required: information about the notification or the conclusion of the FSB. Since the buyer did not have them, the release of the miner was refused. These requirements are established by the rules of the EAEU.
However, Tobolets did not agree with this and filed a lawsuit in which he referred to the fact that the extraction of virtual currency was necessary for his scientific work. Having considered the materials of the case, the Tobolsk court recognized the decision of the customs as legal, indicating that the purpose of the import does not affect the established norms.
The website of the Ural Office of the FCS says that due to the lack of legislative regulation, mining may entail administrative and criminal liability. This is due to significant electricity consumption and the ability to connect in government organizations, as well as the regular exchange of cryptocurrency for fiat, which is an entrepreneurial activity and requires appropriate registration..
